President Jair Bolsonaro asked the Minister of Economy, Paulo Guedes, to prepare a decree to increase the limit of purchases in duty free stores: when returning from trips abroad, Brazilians will be able to buy up to $ 1,000 at the airport, or up to $ 500 in ground transportation, as on the border with Paraguay. This includes perfumes, cosmetics, drinks and electronics like iPhone and iPad.
Currently, it is allowed to make purchases of up to US $ 500 in airport duty-free shops and up to US $ 300 in land or river transportation. These limits are valid upon arrival, for travelers arriving in Brazil. (You can also find duty free shops on international boarding, where quotas vary according to your destination country.)
“The correction of the value will allow a greater assortment of products”, says the commercial and cargo director of GRU Airport, Monica Lamas, to the Estadão. “We had an impoverishment of the offer, because the quota did not allow the acquisition of products of greater value.” The $ 500 airport quota has been in effect since 1991.
Free shop products pay tax in Brazil
Duty free stores sell products that are tax-reduced, but which are not fully exempt. They are free from the import rate, but still need to pay PIS / Cofins and the Fundaf fee (Special Fund for Development and Improvement of Inspection Activities), managed by the Federal Revenue Service.
For this reason, the government believes that raising the quota to US $ 1,000 increase tax collection around R $ 180 million per year; studies have been carried out by the Ministries of Economy and Infrastructure, according to the Value. The decree to change the limit in duty-free shops will be issued in the coming days.
please note that the quota for products coming from abroad will remain the same. That is, in air travel, you can bring up to $ 500 in goods purchased abroad; is $ 300 for land travel. iPhone and iPad are expensive in duty free in Brazil
Duty free purchases can be advantageous, but not always. It is possible to save on perfumes, makeup and other cosmetics; however, electronic products are still expensive.
Dufry, which has duty-free shops at international airports in Brazil, charges $ 899 for the 64 GB iPhone XR; it currently costs $ 599 in the USA. The iPhone XS Max, in turn, starts at $ 1,529 at the airport store; it cost $ 1,099 before it was discontinued by Apple.
We also have the 128 GB iPad Mini 4 Wi-Fi + Cellular for $ 969; this is the model launched in 2015. Meanwhile, the iPad Mini 2019 reaches a maximum of US $ 679 in the USA (Wi-Fi + Cellular 256 GB).
In the FAQ, Dufry explains that it only sells products over US $ 500 in duty-free stores for international shipments, which are subject to different quotas than the arrival in Brazil.
