The site is still under development, but will start operating on January 6, 2020. It is enough for the consumer to enter the CPF number and the system will inform which operators have active prepaid lines in their name. The line number will not be released, and to cancel an irregular line you must contact the operator.

The system will display only prepaid lines; Control or postpaid plan numbers will not appear. The service will be maintained by operators Algar, Claro, Oi, Sercomtel, TIM and Vivo.

Re-registration will prevent fraud

Until recently, it was very easy to register a cell phone line in Brazil: all you had to do was buy a chip at a point of sale like a newsstand or pharmacy, insert it into the device and register the CPF number. This left room for criminals to activate lines using third party data.

A survey by the São Paulo Civil Police identified, based on six police operations, that 90% of the 500 phone lines used by criminals were in the name of an “innocent third party”, a person with no connection to the crime but who had his data used in cell phone registration.

Re-registration was one of the solutions found by Anatel and is already in effect in all Brazilian states. In Acre, Distrito Federal, Goiânia, Minas Gerais, Mato Grosso, Mato Grosso do Sul, Paraná, Rondônia, Santa Catarina and Tocantins, more than 88 thousand irregular lines were identified, of which about 42.3 thousand were updated.

As of November 18, prepaid lines that have not been updated in the states of Alagoas, Espírito Santo, Maranhão, Piauí, Rio Grande do Norte, Amazonas, Amapá, Bahia, Ceará, Pará, Paraíba, Pernambuco, Rio will be blocked de Janeiro, Roraima, Rio Grande do Sul, Sergipe and São Paulo.

In 2020, operators will also reformulate the model for enabling new prepaid lines.
