You know that bill that wanted to ban the testing and implementation of 5G in Santa Catarina under a fine of up to R $ 200,000? As a justification, the text mentioned a false news and a video of the “renowned cardiologist and nutritionist Dr. Lair Ribeiro”. Well, it was filed after being unanimously rejected by a committee of Alesc (Legislative Assembly of the State of SC).
O bill 0241.5 / 2019 was proposed in July by state deputy Marcius Machado, of the Liberal Party (PL). It prohibited the testing and implementation of 5G in SC under penalty of R $ 100 thousand, or R $ 200 thousand in case of recurrence.
Deputy Colonel Mocellin (PSL), rapporteur of the Commission for Constitution and Justice (CCJ), asked in September that Sinditelebrasil (union of operators), Anatel and specialists in electrical engineering and cell biology should be summoned to talk about 5G. The objective was to find out if there is “any objective evidence based on scientific studies that this technology is undoubtedly harmful to human health and the environment”.
However, Mocellin acknowledged in the same document that a state could not legislate on telecommunications, something restricted to the federal sphere. “I believe that the State would exaggerate its legislative function if it were to deal with telephony and impose restrictions on the regulation of the National Telecommunications Agency – ANATEL”, wrote the deputy.
In early October, Mocellin’s application was denied by the CCJ; then, he proposed that the bill be shelved. PL 0241.5 / 2019 was unanimously rejected by the committee, ending its trajectory at Alesc.
Bill mentioned fake news and “5G Space Appeal”
Initially, the justification of the PL had only one page, on which deputy Marcius Machado said that “the radiation from 5G is very strong, with 2G, 3G and 4G technology ranging from 790 MHz to 2.6 GHz and 5G technology reaches 3.5 GHz ”. Wi-Fi routers have used the 2.4 GHz and 5 GHz bands for years; and visible light vibrates at an even higher frequency from 430 thousand GHz to 770 thousand GHz.
In the text, the deputy listed as source the video “5G is worse than VC can IMAGINE | Dr Lair Ribeiro ”on YouTube, and mentioned a false report that“ about 500 birds died in 2 minutes ”after a 5G test in the Netherlands.
Then, in August, Machado added a new 36-page justification to the bill, 29 of which are copied from the 5G Space Appeal website, including a manifesto entitled “International Appeal: Stop 5G on Earth and in Space”. With an alarmist tone, the document claims that “the 5G implantation constitutes an experiment on humanity and the environment that is defined as a crime under international law”.
The 5G Appeal was analyzed by Eufactcheck.eu, project of EJTA (European Journalism Training Association) that verifies the veracity of news. The website mentions about 7,000 scientific studies to prove that 5G can harm your health, but 5,000 of them were done more than 20 years ago.
Some of the studies are from the 70s, a time when Motorola launched the world’s first portable cell phone. In addition, part of the research was carried out by activist groups, which may result in conflicts of interest. One way or another, the bill is now shelved.
